Description

The Honduras Local Governance (HLG) Activity works to enhance basic service delivery provision through increased citizen influence and improved governance in 35 targeted municipalities in both urban and rural areas. The Activity ensures that health, education, and other critical services are expanded, deepened, and made sustainable as part of a holistic effort to promote local governance.

The Activity strengthens governance actions at the national, subnational, and local level, where basic services are delivered and where most Honduran citizens interact with their government. In addition, HLG works to contribute to the increase in citizen security and access to health services for vulnerable populations in high crime urban areas. This is achieved through capacity development of local government and service providers to respond to the COVID-19 pandemic, while continuing to strengthen the essential capacity of civil society groups, local governments, and service providers to provide citizens with improved services. In alignment with USAID’s Country Development Cooperation Strategy for 2020-2025 and its goal of “A more prosperous, democratic and secure Honduras where citizens, especially youth, are inspired to stay and invest in their future,” the Activity will also contribute to the reduction of irregular migration and reintegration of migrant returnees, while adopting Positive Youth Development approaches within the HLG context.

Responsibilities

The HLG Activity seeks a highly motivated, self-driven, dynamic and detail-oriented Communications and KM Director with excellent writing skills and experience managing donor’s activities to join its Program Office in Tegucigalpa, Honduras. The Communications and KM Director will directly be responsible of the implementation of the HLG Activity Branding Strategy and Marking Plan (BSMP) and coordinate all communication and outreach activities.  She/he will train and mentor technical and communications and regional teams in key communication techniques and knowledge management skills. She/he will supervise the Communications team of three full-time staff or more additional team members, as well as relevant consultants as necessary.

Objectives and Duties

As part of the HLG Activity, the Communications and KM Director will work under the supervision of the COP.  The Communications and KM Director’s key responsibilities include the following:

Communications

  • Leads and supervises the HLG Communication Team.
  • Ensures that HLG’s Branding Strategy and Marking Plan is correctly applied for all communication product, activities and events in accordance with all USAID Branding and style regulations, DAI style guides and other guidance.
  • Ensures HLG’s regional office staff understands requirements of ADS 320.3.3 Branding and Marking Requirements; provides feedback to ensure events and promotional materials are compliant with HLG’s Branding and Marking Plans.
  • Provides overall quality control on all HLG documents including review and editing of all HLG press releases, presentations, success stories, publications and documents processed by Communication Team.
  • Leads the design of communications and outreach mechanisms and materials to further HLG activity priorities including planning and conducting project launches and media events.
  • Leads the creation of all communication and outreach materials including the design and operation of a project website, and branding and marking strategies, radio and TV announcements and social media applications.
  • Serves as a liaison with press, media, communications and public relations staff members in other organizations that have a direct relation with the project. This may include setting up and managing project booths at external events.
  • Train technical staff in best practices in writing success stories, biweekly reports and other reports and products, including photography skills, as necessary.
  • Works with regional directors and supports technical specialists and Organizational Knowledge Management & Sustainability Specialist to ensure that best practices and lessons learned are disseminated in appropriate mechanisms.
  • Liaise with USAID Communications officials, as required by COP guidance.
  • Travels to HLG’s targeted municipalities to execute responsibilities as needed.

Knowledge Management

  • Provide overall vision, leadership, and guidance of the Activity’s knowledge management approach for staff, partner organizations, other donors, and stakeholders.
  • Develop and manage knowledge management sharing tools and products including presentations, project/policy briefs and other written documents.
  • Maintain orderly filing system of all communications and knowledge management products on HLG’s share drive.
  • Performs other duties assigned by the COP.
Qualifications
  • University degree in Communications, Journalism or similar field. Advanced degree study is preferred.
  • Previous experience working with international development donors, including USAID, on programs in communications and outreach activities.
  • A minimum of 5 to 7 years’ experience working in the field of communications. Including drafting reports, documents, and outreach materials and at least two years developing and implementing communications plans and strategies, preferred.
  • Ability to comply with ADS 320.3.3 Branding and Marking Requirements and to implement the HLG Branding Strategy and Marking Plan.
  • Experience planning and implementing outreach and media events.
  • Experience developing diverse types of communications content for a range of media platforms and outlets including social media such a Facebook and Twitter.
  • Demonstrated ability to develop engaging stories and lessons from results of technical activities, as well as analysis and reporting on program impact and implementation
  • Ability to manage and complete tasks on time without significant oversight.
  • Good interpersonal and diplomatic skills, including cultural sensitivity and political awareness
  • Proven initiative, creativity, self-direction, and problem-solving skills
  • Demonstrated expertise in proofreading, formatting and writing.
  • Level 4 (Fluency) in Spanish and English is required.
Job Benefits

This position is in the FSN 11 of our Salary Scale and includes an annual salary range between      L. 876,230.00 - L. 1,489,591.00. This amount does not include the thirteenth or fourteenth month of salary.
